1. What is Electronic Cargo Tracking Note (ECTN) and Freight Commission Certificate (FCC)?
ECTN/FCC are an official digital loading certificate that contains information relating to the cargo and its movement between ports with a unique code number used to monitor port traffic.
 It is mandatory to present a valid ECTN/FCC certificate at the arrival of the goods to the South Sudan’s airports and dry ports or the cargo cannot be cleared and a penalty fee will be in question and other expenses such as demurrage fees.
The Importer, exporter and or forwarder should provide the certificate number to the ocean carrier/freight plane/cargo carrier at the loading port for inclusion in the Cargo Manifest and Bill of Lading/Airway Bill.

  3. Packing List
  4. Cargo manifest/Export Goods Declaration. Match details on all documents
2. ECTN/FCC Application Procedures
After submitting the required documents through e-mail or hand delivery at Le Comex Afrique Ltd office, you will be sent or given a draft certificate/proforma invoice indicating the parties involved in the transportation, shipment details, cargo & container details. Reviewing the draft carefully, either confirm the same or submit amendments required via e-mail. After confirming the draft certificate and completing the payment process, the original certificate will be provided the same day. In case of any mistakes and wrong information on the original certificate, the cargo cannot be cleared at the customs. The valid certificate can be amended for a fee.

3. Procedures

  1. Register with Le Comex Afrique Ltd and create an email account.
Registration is done by visiting our offices and availing your names or company initials including name, email, Telephone, Address, City, State, Postal Code, Country, Message & Licenses for regular and specific groups.
  1. In the event of application for ECTN/FCC, the registered exporter/importer/forwarder sends via email, a copy Bill of Lading/Airway Bill, Commercial Invoice/Freight Invoice, Packing List and Cargo Manifest or Export Declaration.
  2. After receipt of the above application documents, the official payment notice will be issued in a proforma invoice. The ECTN/FCC number will be issued once we receive the bank slip or proof of payment.
  3. After receiving the ECTN number, the applicant can provide this number to the shipping/freight company to issue the original bill of lading/airway bill.
  4. Providing the original bill of lading/airway bill and stamped and signed commercial/freight invoice.
  5. The ECTN/FCC certificate will be sent through an email to the applicant after it is validated.
  6. You can also apply with a draft copy for your approval.
ECTN/FCC Payment
All payments for ECTN/FCC shall be transacted to Eco bank. This can be done manually through queuing in the Eco bank lines or preferably with ECO bank internet banking procedures.
Applicant for the Eco bank queue procedure should do so in making ECTN/FCC payments and present a bank receipt/check/proof of payment to Le Comex Afrique Ltd office by hand delivery or e-mail. While applicants for the Eco Bank internet banking procedure can arrange with Eco Bank, Koita Complex for enhanced procedures.

ECTN/FCC Verification
The ECTN/FCC certificates shall be subjected to verification at the entry dry port/airport before the clearing procedures are initiated.
