Regulations for South Sudan Electronic Cargo Tracking Certification ECTN & FCC
1.ECTN & FCC
ECTN and FCC certificates issuance have officially kicked off as of 21st April 2021 and are mandatory, however it is compulsory to mention the ECTN & FCC code number on the bill of lading/airway bill and or cargo manifest.
2.Applicants
Only Importers, Exporters and Forwarder can apply for an ECTN/FCC certificate.
3.Registration and Account Creation
Every regular Importer, Exporter and Forwarder is mandated to register and create an email account. All ECTN/FCC certificates data shall be filled/entered by Le Comex Afrique Ltd.
4.Mandatory Documents for ECTN issuance
- Original Bill of Lading/Airway Bill.
- Stamped Commercial/Freight Invoice.
- Packing List.
- Cargo Manifest/ Export Declaration.
5.License
Each regular Importer, Exporter and Forwarder is mandated to present a valid operational license of service.
6.Manufacturers, Pharmaceuticals and Food Companies
These units are expected to present the following extra documents;
- Certificate of Incorporation/Registration.
- Wholesalers license.
- Declaration by exporting company as licensed manufacturing, pharmaceutical, and Food dealer.
- Documentation that the product is registered in the exporting country.
- Copy of supplier’s invoice indicating the batch number of the product.
- A certificate of analysis of the product by manufacturer and any testing accreditation.
- Packaging and Labeling of products.
- A letter of undertaking to assume responsibility for the quantity, safety and efficiency of product.
7.UN Agencies & Humanitarian Organizations
The UN Agencies & Humanitarian organizations are well informed, active participants and are abiding by these international trade facilitation procedures of the ECTN/FCC certification worldwide. Therefore, these groups pay for the ECTN/FCC certification and are treated like any other importer or exporter.
8.Penalty
It is imperative that this note accompanies the cargo, notwithstanding the customs procedure. A penalty shall be applied at the entry dry port/airport for any cargo that is not covered by this document. The policy for penalty resolution indicates that the penalty shall be due heavily so as to discourage defaulters from such an offense.
9.Responsibility and Cost
The responsibility relating to the issuance of the ECTN/FCC and all costs is with the shipper. Loading of cargo not covered by the ECTN/FCC constitutes an offence that exposes the shippers to fixed penalties by the Le Comex Afrique Ltd.

This certificate is required for transit cargo.

Every ECTN/FCC certificate is issued at a fee of $50 which is sent via e-mail. It will not be printed or sent in hard copy.
12.Quotations and Pricing
For a quotation, you can send an e-mail with the following documents, draft bill of lading/airway bill, Commercial Invoice and packing list to which you will receive a draft invoice for your review and final confirmation. You are highly advised to take your time in review of the draft to avoid the amendment fee.

Any ammendment invalidated ECTN/FCC certificate will be subject to an amendment fee of $50.
14.ECTN/FCC Charging
Each Bill of Lading/Airway Bill is charged with a separate ECTN/FCC.
15.Implementation
K-Polygone Multinational is responsible for the ECTN/FCC. It has appointed Le Comex Afrique Ltd as its Agent in charge of South Sudan Entry Border Points including but not limited Juba International Airport, Nimule, Kaya and Nadapal.
